Billie Lurk
A former assassin who hunts her own destiny in Karnaca.
Billie Lurk is a former assassin and protagonist of the 2017 standalone expansion, Dishonored: Death of the Outsider. Voiced by Rosario Dawson, she reunites with her old mentor Daud (Michael Madsen) to hunt down the mysterious entity known as The Outsider (Robin Lord Taylor). Set in the coastal city of Karnaca following the events of Dishonored 2, the game sees Lurk utilizing a first-person perspective and supernatural abilities to complete missions through stealth or violent conflict. Originally conceived as downloadable content, it became a standalone title chosen specifically because Lurk was a favorite with the developers.

Lore & Background
After the events of Dishonored 2, Billie Lurk wakes aboard her ship, the Dreadful Wale, plagued by recurring nightmares about her right arm and eye. She tracks down her mentor Daud at a boxing club in Albarca Baths run by the Eyeless cult, finding him restrained by a device that nullifies his powers. Once freed, Daud reveals the Eyeless possess a ritual knife used to create the Outsider thousands of years prior, which can now kill him. Billie agrees to help, only to be visited by the Outsider himself, who replaces her missing arm and eye with supernatural abilities. The narrative arc concludes when she infiltrates an abandoned mine overseen by the cult that created the Outsider, learning that the Mark is actually his name in an esoteric script only the dead can read.
In Their Own Story
Billie's journey begins as she steals keys from Eyeless leaders to access a safety deposit box containing the ritual knife inside Karnaca's largest bank. Upon retrieving the blade, the Outsider appears with devastating news: Daud has died of natural causes aboard the Dreadful Wale. In response, Billie returns to the ship and burns it down, cremating her mentor's body. She then infiltrates the Royal Conservatory to find documents detailing a Void portal at an abandoned mine. There, she absorbs an artifact called "the Eye of the Dead God" to safely enter the Void. Inside the Ritual Hold, she finds the Outsider bound and immobile. The story culminates in her choice: either return him to the mortal realm by having Daud's spirit pronounce his real name or kill him with the ritual knife. Either path displaces the Outsider, leaving a world where no one can decide who receives the Void's power.
Reader's Guide
Players control Billie Lurk equipped with a short sword for quick stealth kills and gear including a wrist-mounted crossbow, land mines, grenades, and hook mines that can knock enemies unconscious or kill them. Unlike previous games, three supernatural abilities are fully unlocked from the start without needing runes: "Displace" allows setting a marker to teleport to when in eyesight; "Semblance" lets her take an NPC's face as a temporary disguise, which drains power only while moving; and completing the game unlocks an original plus mode with powers from Dishonored 2. Players can also collect bonecharms for minor upgrades and accept optional "Contracts" at black markets, such as assassinating a mime to make it look like a suicide. Energy regenerates fully on its own without consumables, encouraging experimentation.
