In the industrial heart of the Empire, the crews tasked with hunting the great leviathans of the sea are collectively known as The Whalers. These hardy mariners operate primarily out of Dunwall Bay and Karnaca waters, providing the vital whale oil that fuels the city's machinery, lighting systems, and air pumps.
